Recall during the bail-out crisis, California Congressman Brad Sherman made statements in regards to threats, that if Congress did not pass the bail-out bill, by Monday there would be Martial Law in the United States. It turns out the person behind this threat was no other than Treasury Secretary Hank Paulson! This comes from a radio interview with Senator James Inhofe.

Keep in mind while reading linked article and listening to the clip how the bail-out money was to be used to buy the so called "toxic assets". However, as soon as Paulson got his hands on the money, he changed his plan. Instead of using the money to buy up the toxic assets, he injected the funds into troubled banks instead.
